Helping redesign incentives programs in Puerto Rico
 

BLS was retained by the Puerto Rico Industrial Development Company (PRIDCO) to assess their existing incentives statutes and regulations and to help determine if they enable or deter PRIDCO from achieving its economic development objectives.

We evaluated the Commonwealth’s incentives decision making process and evaluated the effectiveness of existing efforts to administer and monitor the programs. Using pro-forma feasibility analyses to identify and quantify potential funding gaps for representative project scenarios (manufacturing plant, global shared services center, and disaster recovery center), we designed and recommended incentives pricing strategies to help restore Puerto Rico’s competitiveness.
