BLS & Co. profiled the state and local incentives available to economic developers in Jacksonville and benchmarked these programs against the region's leading competitors. Our evaluation included an assessment of the "usability" of the incentives (e.g. tax credits that require sufficient liability, or the ability to sell/trade credits to other taxpayers), and comparisons with other jurisdictions regarding incentives targeting, marketing efforts, accountability measure, etc.
Wide-ranging recommendation were provided to help make Jacksonville's portfolio of incentives more responsive to market demands.
