Joe Lacy spearheads economic development strategies and financial analysis at BLS. He joined the firm in 1998 and specializes in structuring and implementing corporate incentive packages and financing arrangements.
His responsibilities include coordinating all elements of project planning and execution, including initial project analysis, evaluation of potential incentives and financing opportunities, evaluation of key economic and procedural issues, management of competitive negotiation processes with key public officials, and follow-through with transaction documentation.
