Jay Biggins, Executive Managing Director

Jay manages the firm's national account corporate relationships, including advising clients on overall incentives and relocation strategies, managing majorprojects involving complex multi-jurisdictional competitive strategies (employing non-traditional incentives such as land assemblage and development approvals), and developing innovative new incentives structures to facilitate client objectives. He also serves as an advisor to public sector economic development organizations on incentives strategies.

Prior to founding BLS, Jay served as Senior Vice President and CFO of the real estate subsidiary of the Dyson-Kissner-Moran Corp., a diversified developer concentrating on corporate build-to-suit projects and large-scale urban projects undertaken in public-private partnerships. Mr. Biggins also served as Executive Director of NYC's Office of Economic Development, and later was appointed Commissioner of Ports, International Trade & Commerce. In these capacities, he was responsible for incentivizing private investment in NYC, managing the financing of large-scale development projects (totaling more than $1 billion), and leading trade/investment missions targeting European and Asian markets.

Mr. Biggins served on the editorial advisory boards of CoreNet's Corporate Real Estate Leader magazine and of Site Selection magazine, and published articles on a wide range of incentive and site selection subjects.
