BLS & Co. and its energy services affiliate Sugarloaf Associates conducted a thorough review of Florida Power & Light’s 35-county territory to pre-qualify sites for data centers and mission-critical facilities. Four diverse sites were selected. The sites offer a unique combination of factors desired by today’s mission critical and data center operations, including highly reliable and redundant power and fiber infrastructures, competitive cost structures, and locations insulated from manmade and natural risks.
BLS/SLA also provided advisory service and expert witness in the development of a new FPL electric economic development rider for data centers and large manufacturing plants in Florida's FPL territory.

San Francisco-based Shapiro said the trend toward businesses moving to smaller communities began before COVID, so he expects that to continue. Business functions that might have been centered in large ”Tier 1 cities” like New York City or Chicago began migrating to smaller Tier 2 cities like Denver years ago.
“This has been going on for 20 years ago,” he said. ”COVID has accelerated a movement out of Tier 1 markets to Tier 2 cities and even to Tier 3 markets, smaller university towns and smaller state capitals that are amenity-rich but don’t have some of the big city problems. That will help them attract and retain talent.”
Andy Shapiro heads the firm's location advisory practice from its San Francisco Bay Area office, helping clients translate their business objectives and strategic vision into rational, balanced location decisions. His primary responsibilities include site selection, feasibility economic impact analysis and market analysis.
